FAST works best once your data is flowing and your team is on board. This plan gets you there one short step at a time. You don't have to do it in order, but week one matters most.
Week one is the big one: add your home domiciles (use the Import from FedEx Directory button), connect your ELD, and import a settlement. Those three turn FAST on.
